EXPERIENCE

Leon County Sheriff’s Office (2019 – Current)
Title: Chief of Staff

Responsibilities include: serve in an executive management position on the Sheriff's Office Command Staff and reports directly to the Sheriff. Responsible for the direction and management of the Human Resource Section, Research and Training Section, Law Enforcement and Detention Accreditation, Records Section, Fleet Section and the Fiscal Services Section as well as oversight of the Information Technology Section. Serve as a Senior Manager and responsible for serving as strategic advisor and counsel to the Sheriff and Undersheriff. Assume day- to-day responsibility for projects and tasks assigned by the Sheriff and Undersheriff, create and maintain cross-departmental relationships to enable leadership success, ensure timely and effective responses to directives and as a Senior Manager assigned to the Sheriff's office work to ensure all budgetary issues operational issues and personnel issues be resolved. Promotes the Sheriff's Office vision and mission and adheres to the agency core values of honesty and integrity, accountability, teamwork, trust and respect and commitment to excellence. Represent the Sheriff throughout the community.

Florida Department of the Lottery, Division of Security (2015 – 2019)
Title: Division Director

Responsibilities included: administering, planning, organizing, and directing all activities of the division. Directing, supervising, motivating, training, evaluating, and resolving management, investigative, law enforcement, information security management, facility security, and operational issues. Coordinate the agency’s participation in the Florida Mutual Aid Program and Loss Prevention and Safety Programs. Direct activities of law enforcement agents statewide involving duties pursuant to Florida Statutes 24, protecting the integrity and security of the Florida Lottery system. Establishing and maintaining liaison with state attorneys, sheriffs, chiefs of police, and federal and state agency executives. Oversee the development of plans and recommendations to meet security needs at Lottery facilities. Plan and direct investigations of vendors, contractors, retailers, suspects and employees of the Department of the Lottery, including applicants for contract or employment as necessary to ensure the security and integrity of the operation of the state Lottery. Plan and direct the supervision of Lottery drawings and Powerball drawings to ensure the security and integrity. Plan and direct investigations of financial responsibility, security, and integrity of any person who submits a bid, proposal, or offer as part of a major procurement. Represent the department and the Secretary at civic, governmental, and other functions as required. Represent the agency as the Emergency Coordinating Officer (ECO) and the Continuity of Operations (COOP) Coordinator. Supervise and assist in complex criminal and administrative investigations. Direct the preparation of reports, documents, and completed staff studies as required by the Secretary, the Governor’s Office, or the Legislature.

Florida Fish and Wildlife Conservation Commission, Division of Law Enforcement (2009 – 2015)
Title: Major/Bureau Chief, Statewide Investigations Section

Responsibilities included: administered, directed and coordinated the division’s statewide investigations program including; Forensics, Captive Wildlife Licensure Program, Internet Crimes, Environmental Crimes, Wildlife Violator Compact, Wildlife Alert, Investigations and Vessel Theft. Coordinated and supervised long-term, complex covert investigations. Supervised and coordinated targeted statewide operations and taskforces dealing with violations. Administered policies and procedures, personnel matters and evaluated statewide programs. Managed the sections budget allocations and personnel assigned. Developed, monitored and implemented long-range management programs and procedures pursuant to operational law enforcement activities. Administered the division’s information and evidence funds and managed confidential tags and confidential driver’s license issuance. Coordinated legislative matters dealing with program areas and serve as a member of the division’s Policy Review Committee and Discipline Committee. Served as the primary point of contact for stakeholders in matters relative to areas of responsibility.

Florida Department of Environmental Protection, Law Enforcement (merged with FWC)
Title: Chief, Office of Training and Professional Standards

Responsibilities included: administered, directed and coordinated division’s state accreditation (CFA) program, training, law enforcement certification, Training Center management and hiring processes. Developed general orders, ensuring compliance with applicable laws, rules and standards. Supervised training staff with statewide responsibility relating to the development and management of all training programs to ensure law enforcement certification requirements were met. Ensured compliance with all standards and rules relating to the FDLE- Criminal Justice Training Center. Developed and coordinated the division’s field-training officer and new employee orientation programs. Supervised and managed the armorer, trainers, staff inspections, division safety program and the SmartCop/Computer Aided Dispatch program. Served as the chair of the division’s Policy Review Committee and the Use of Force Review Committee. Planed, developed and monitored the training budget, personnel functions and the yearly statewide training calendar. Served as the division’s representative before the Criminal Justice Standards and Training Commission and as the division’s administrator for all officer certification (ATMS) matters. Served as the liaison for emergency-related matters including the mobile command unit and State Emergency Operations Center.

Department of Business and Professional Regulation, Alcoholic Beverages and Tobacco (2003 – 2009)
Title: Law Enforcement Captain

Responsibilities included: (2008-09) serving as the division’s top executive law enforcement official for North Florida responsible for the operation and management of three (3) field offices (Panama City, Pensacola and Tallahassee) consisting of law enforcement investigators, non-sworn investigation specialists, law enforcement lieutenants and support staff, serving eighteen (18) North Florida counties. Planned, organized, directed and coordinated the work of the district to include criminal and administrative investigations. Managed and directed the district budget and personnel functions. Established and maintained a positive working liaison with local, state and federal law enforcement agency executives; other government executives responsible for related programs within the district; the public; the alcoholic beverages and tobacco industry and the media. Ensured applicable law enforcement accreditation standards (CFA) were adhered to. Served as acting regional major responsible for five (5) field offices, serving thirty-seven (37) North Florida counties.

(2004-08) served as law enforcement captain and lieutenant within the Office of the Chief. Directed the Office of Statewide Operations with management oversight responsibilities of personnel located throughout the state.

Directly supervised ten (10) employees assigned to various work units to include: outreach training coordination, technology, accreditation (CFA), policy development and internal affairs, office inspections, internal training, special investigations, workforce compliance and public records management. Completed legislative analysis relating to department and law enforcement issues, coordinated and reviewed all use of force incidents. Supervised the internal affairs investigations unit and developed and interpreted policies and procedures. Coordinated assigned activities for the State Emergency Operations Center (ESF 16) during declared state emergencies. Served as the Interview and Transfer Committee Chairperson. Coordinated special events, handled personnel issues (discipline, hiring and promotions), coordinated employee grievances, coordinated public records requests, served as the Region XV voting member and served as liaison on all collective bargaining issues. Assisted the chief of law enforcement with administrative issues relating to general operations of the bureau and served as acting chief of law enforcement in the absence of the chief, responsible for the management and oversight of 205 employees assigned to thirteen (13) field offices thorough out the state.

Department of Business and Professional Regulations, Office of the Inspector General
Title: Law Enforcement Lieutenant

Responsibilities included: (2003-2004) directing and conducting internal affairs investigations into alleged or suspected criminal misconduct, sexual harassment, employment discrimination, and/or violations of law, rule,
policy or procedures by department employees, to include sworn law enforcement officers. Conducted investigations of a highly sensitive nature. Discovered and reviewed systemic problems in internal controls to prevent or detect fraud, waste, and abuse. Provided consultation and recommended corrective measures and assist in intelligence gathering. Determined applicability of administrative and criminal procedures, laws, rules and regulations to explain legal requirements. Used evidence to substantiate findings or conclusions. Identified, collected and protected physical, testimonial and documentary evidence using established rules of evidence. Interviewed and obtained sworn statements from complainants, witnesses and subjects. Conducted surveillance and performed undercover assignments. Prepared and delivered detailed investigative findings in a clear, organized, logical, timely and objective manner. Testify in hearings, depositions and criminal trials. Assisted in the formulation and evaluation of investigation methods and procedures. Served as chief of investigations in the absence of the chief; responsible for supervising/managing the bureau and investigative personnel of the Office of Inspector General.

Florida Department of Agriculture and Consumer Services (2000 – 2002)
Title: Investigator I and II

Responsibilities included: conducting major/complex investigations of individuals and/or corporate entities that allegedly engaged in consumer fraud. Interviewed and took statements from witnesses, suspects and victims. Gathered evidence and conducting surveillance activities. Evaluated evidence and prepared detailed investigative reports. Worked with other state, local and federal law enforcement agencies when necessary. Prepared and processed administrative and civil orders. Testified in hearings, depositions and trials as state witness. Conferred with members of the department’s Legal Staff, State Attorney’s Office and Department of Legal Affairs staff as needed. Conducted background investigations on perspective employees, licensees, registrants and suspects. Assisted division with internal investigations, as requested. Performed research necessary to answer questions and assisting consumers, legislative committees and others in a variety of subject areas. Addressed consumer groups in person or through the media on duties and functions of the division. Responded to inquiries from the media in relation to cases. Train, evaluate and supervise new investigators. Developed policies and procedures governing the Office of Investigations. Developed and maintained computerized forms utilized by investigative staff.

Jefferson County Sheriff’s Office (1998 – 2001)
Title: Deputy Sheriff

Responsibilities included: responding to routine and high stress calls. Conducted complex/major criminal investigations including; felonies, misdemeanors, traffic felonies, traffic misdemeanors and local ordinance violations. Conducted crime scene searches and measurements, which involved; sketches, photography, computer-generated diagrams, process latent fingerprints and collection and preservation of evidence. Interviewed, interrogated and obtained sworn statements from witnesses, suspects, victims or other persons
involved in cases. Assisted specialty divisions (Drug Task Force) in covert operations. Served as department’s evidence custodian.

Monticello Police Department (1997 – 2003)
Title: Police Officer- Reserve

Responsibilities included: responding to routine and high stress calls. Conducted criminal investigations and traffic enforcement activities. Interviewed, interrogated and obtained sworn statements.

Florida Department of Corrections, Jefferson Correctional Institution (1997 – 1998)
Title: Correctional Officer

Responsibilities included: care, custody and control of the inmate population. Supervising inmates in open population as well as those segregated for administrative or punitive measures. Served as the headquarters security officer assigned to the Office of the Chief. Assigned as recruiter to assist in filling vacancies within the department. Appointed by the Warden to specialized committees such as; Correctional Quality Managerial Leadership (CQML) and Human Relations Committee.
